Tay Siew Choon
Chairman & Independent Director
Tay Siew Choon has been the Chairman of Pan-United Corporation Ltd since June 2020. He has been an Independent Director of the Company since February 2005.
He is also the Chairman of GoTruck Pte Ltd, a subsidiary of the Company, since 2018.
Tay has held top echelon management positions in several listed companies and has extensive local and overseas experience. He was Managing Director and Chief Operating Officer of Singapore Technologies Pte Ltd until March 2004. Tay is currently the Deputy Chairman of TauRx Pharmaceuticals Ltd and a director of TauRx Therapeutics Ltd, Straco Corporation Ltd and WisTa Laboratories Ltd.
Tay holds a Bachelor of Engineering (Electrical) Honours degree as a Colombo
Plan scholar from Auckland University, New Zealand and a Master of Science in Systems Engineering from the University of Singapore (now National University of Singapore).
Patrick Ng Bee Soon
Deputy Chairman Non-executive Director
Patrick Ng has been the Deputy Chairman of Pan-United Corporation Ltd since March 2011. He was CEO of the Group from January 2004 to February 2011. He also serves as a director of several subsidiaries in the Group.
Ng relinquished his executive position as Deputy Chairman of the Company on 5 February 2018. He continues to serve on the Board of the Company in a non-executive capacity with the same title of Deputy Chairman.
Ng has a Bachelor of Science degree from the University of Oregon, United States of America.
May Ng Bee Bee
Chief Executive Officer
May Ng Bee Bee has been the CEO of Pan-United Corporation Ltd since March 2011.
She was previously the Executive Director of the Group from January 2004 to February 2011.
Ng sits on the boards of several subsidiaries in the Group. She is the Chairman of Mercatus Co-operative Ltd and a director of NTUC Enterprise Co-operative Ltd. She is also an independent non-executive director of Singapore Technologies Engineering Ltd.
Ng holds a Bachelor of Arts (Honours) degree from the University of Western Ontario, Canada.
Jane Kimberly Ng Bee Kiok
Non-Executive Director
Jane Kimberly Ng Bee Kiok was appointed as a Non-Executive Director of Pan-United Corporation on 22 March 2021.
Ng was previously an Executive Director of the Company from March 2009 to February 2018.
She started her career in the PUC Group in 1988 and held various executive positions, including Group Financial Controller from 1997 to 2002 and General Manager (Special Projects) from 2002 to 2004. She left the Company in 2004 to become an Executive Director of Pan-United Marine Limited.
In connection with the demerger of Xinghua Port Holdings Ltd (Xinghua Port) as a separate listed company in February 2018 on The Stock Exchange of Hong Kong Limited, she relinquished her position in the Company and became an Executive Director of Xinghua Port until September 2020.
Ng graduated summa cum laude with a Bachelor of Science degree from the University Of Oregon, United States of America.
Soh Ee Beng
Independent Director
Soh Ee Beng has been an Independent Director of Pan-United Corporation Ltd since December 2018.
Soh has over 20 years of experience in investment banking, including mergers and acquisitions, initial public offerings, equity placements and equity-linked transactions.
He has advised on both public and private transactions across Asia. Soh has worked at several leading financial institutions. He was the Managing Director and Head of Advisory for South East Asia at The Hongkong and Shanghai Banking Corporation Ltd. Prior to that, Soh was the Managing Director and Head of Investment Banking of N M Rothschild & Sons (Singapore) Ltd, the CEO and Head of Investment Banking of BNP Paribas Peregrine (Singapore) Ltd, and the Director of Corporate Finance of ING Bank N.V.
He has a Bachelor of Accountancy degree with First Class Honours from Nanyang Technological University, Singapore.
Fong Yue Kwong
Independent Director
Fong Yue Kwong has been an Independent Director of Pan-United Corporation Ltd since March 2020.
He has more than 40 years of experience in the port, marine supply base and logistics industries in Singapore and Asia, particularly China.
Fong joined JTC Corporation in 1978 and rose through the ranks to become the first president of the corporatised Jurong Port in 2001. After he retired from JTC in 2011, Fong served as Advisor to Pacific International Lines and Keppel Logistics. His recent past directorships included Chiwan Development (Singapore) Pte Ltd and Changshu Xinghua Port Co. Ltd.
Fong has been a Board Member of Kwong Wai Shiu Hospital since 2013.
He holds a Bachelor of Engineering (Mechanical) degree from the University of Canterbury, New Zealand and a Master in Business Administration from the University of East Asia, Macau.
May Ng Bee Bee

Ken Loh Kah Soon
Chief Operating Officer
Ken Loh Kah Soon is the Chief Operating Officer of Pan-United Corporation Ltd, a position he has held since January 2019.
Ken first joined the Group as a General Manager in 1999, with the mandate to spearhead the development and implementation of growth strategies in Pan-United’s ready-mix concrete (RMC) business.
Since then, the Group’s Concrete & Cement (C&C) Division, under his stewardship, has become Singapore’s biggest producer of RMC and largest supplier of cement. He was appointed the Executive Director of Pan-United Industries Pte Ltd in 2004.
Prior to joining Pan-United Ken was General Manager of Resource Development Corporation (RDC). There, his scope of duties included overseeing RDC’s cement, sand quarry and RMC businesses across various territories including Singapore, Malaysia, Vietnam, India and China.
Ken is a Member of the Institute of Engineers, Singapore, and the Singapore Institute of Directors.
Ken graduated with a Bachelor of Engineering (Honours) degree from the University of Melbourne. He subsequently obtained a Master’s degree in Business Administration from Oklahoma City University. In 2013, Ken attended the Advanced Management Programme at Harvard Business School.
Jim Teh
Group Head, Corporate Development
Jim Teh joined the Pan-United Group as the Head of Group Corporate Development in 2016. His present responsibility covers corporate strategy and corporate finance, capital markets, investor relations as well as finance.
Jim also oversees the operations of the Pan-United subsidiary in Malaysia that produces slag cement for the construction industry.
Jim has over 25 years of wide experience in the investment and wholesale banking as well as commercial sector. Prior to joining the Group, he was Managing Director at CIMB Bank. He held various positions in the CIMB Group in Singapore and Malaysia over a duration of 17 years.
Jim is a fellow member of the Association of Chartered Certified Accountants. He attended the INSEAD Leadership Programme in 2011.
June Toh
Financial Controller
June Toh is the Financial Controller of Pan-United Corporation, responsible for the financial and regulatory compliance of the group. She joined the Group in 1987 as an accounts assistant, rising through the ranks before assuming her present position in 2018.
June has seen the Group through its years of successful growth, financially managing the businesses that spanned from shipping, shipyards and the cement and concrete business. She was involved in the rights issue and de-merger of Xinghua Port from 2017 to 2018.
She holds an ACCA qualification and is a member of the Institute of Certified Public Accountants.
Seng Mui Mui
Group Head, Information Technology
Seng Mui Mui is the Group Head, Information Technology, of Pan-United Corporation Ltd, responsible for all information technology initiatives and the strategic digital transformation of the Group. She doubles up as the Group’s Data Protection Officer (DPO).
Mui Mui is also the business lead for the AiR (Artificial Intelligence for Ready-mix concrete) consulting service, which builds optimisation platforms for ready-mix concrete and cement companies.
Mui Mui joined Pan-United in 2002 as an IT Manager and rose to head up the department in 2013. Since then, she has steered technology to become a critical platform driving the Group’s future growth.
Mui Mui has over 27 years of expertise in the fields of IT Infrastructure, Security and Business Applications. She began her career in Valona Technologies in 1994 as a Senior Engineer providing software support for external customers. In 1998, Mui Mui moved to Cap Gemini Ernst & Young US Consulting and was promoted to become the Regional IT Manager (Financial System). Her scope at Cap Gemini encompassed Asia-Pacific markets in the area of financial systems management.
Mui Mui has a Bachelor of Science degree from Tunku Abdul Rahman College, Malaysia, and a Master of Business IT from RMIT, Australia.
Linda Chee
Group Head, Communications
Linda Chee is the Group Head, Communications, of Pan-United Corporation Ltd, a position she has held since she joined in 2016. She is responsible for the Group’s strategic branding and corporate communications initiatives.
Linda has an extensive 40-year track record in branding, corporate & marketing communications, investor relations and business journalism. She was the Shipping and Transport & Communications Editor at the Business Times before she left the newspaper to join the Sembawang Group in 1990 to head up its Corporate Affairs department.
Prior to joining Pan-United, Linda was SVP and Head of Group Communications at Ascendas Pte Ltd for 14 years, during which she led the company through two rebrandings and the initial public offerings of Ascendas REIT and Ascendas India REIT. In 2009, she was part of the APEC CEO Summit Singapore Organising Committee overseeing branding, publicity and media.
Linda has a Bachelor of Arts & Social Science degree from the University of Singapore.
